Make Payments on Line
In efforts to make paying your Utility bill more convenient, we offer “Payment on Line”. Go to the home page and under “Quick Links” select “Make Utility Payment”. It is as easy as that!

Other methods to make your utility payment include:
  • In person at City Hall, inside 8:00 am – 5:00 pm
  • At the drive through window, located behind City Hall, 8:00 am – 5:00 pm
  • In the night depository located behind City Hall after business hours 
  • By mail
  • Any payment received after 5:00 pm will not be processed until the next business day 
Meter Reading & Billing Cycle
Utility meters are read and bills mailed to customers on the last business day of the month. Customers then have until the 15th of the following month to pay their utility bill and are responsible for the timely payment of the account, regardless of whether the bill is received or not. 
If you have not paid by the 15th there will be a late charge added in the amount of 10% of the total due, but not less than $10.00. 
*If the 15th falls on a weekend or holiday the due date will be extended until the next business day. 
If payment is not received by the 15th, you will receive a FINAL/CUT-OFF notice with a balance due to be paid by the 25th. 
If no payment arrangement is made with our office by the 25th, your service will be disconnected and a $40.00 trip fee will be applied to your account. Service will not be reconnected until your account is paid in full including the $40.00 trip fee. 
 
New Service
To establish new service for water, wastewater and garbage disposal within the city limits, please complete the “Water Service Application” and return it along with a copy of your driver’s license to the Utility Department @ City Hall at 200 W. Willis. 
To connect these services, a deposit of $100.00 and a $20.00 service charge is required from each new customer.  There is a 24 hr turn-around time for service to begin. After a one year history of good payment is established, a customer may request in writing to apply 50% of their deposit to their account.

Monthly Sewer Average:  Each year during the month of March, the City shall compute the monthly average water usage for each water customer, hereinafter called the Average Winter Water Usage.
The sewer rates for all new service are charged for 6,000 gallons at $2.52 until a winter average for sewer can be established during the months of December through February. Until this averaging is done, the starting base rate for sewer will be $28.08 a month for a 5/8" meter.
 
Do you have a leak?
 
If you have a water leak during this time period, making your water consumption noticeably higher than usual, you need to notify the Utility Office (in writing).  We will need a copy of the plumbing bill or receipts from the purchase of plumbing supplies if you repaired the leak yourself.  We can then adjust your average to get an average that is a true reflection of your water consumption.

Unlike the residential accounts, please note that “garbage disposal” for Commercial accounts are not included. You must contact Clawson Disposal @ 259-1709 to establish a new account. 

Transferring Service
Moving to a different location within the city:
To continue uninterrupted service, please complete the “Transfer Service Form” and fax it along with a copy of your driver’s license to 512 259-2665. There will be a $20.00 service charge for transferring service and it will be included on your first bill at the new address. The “Transfer Service Form” can be found under the “Documents” section of the Navigation Menu.

Disconnecting Service
If you are moving out of the City of Leander and wish to disconnect your service, please complete the “Disconnect Service Form” and fax it along with a copy of your driver’s license to 512 259-2665. The disconnection will not take place until we receive your completed and signed form in our office.  If you paid a deposit, the deposit will be credited to your final bill.  If there is a remaining balance, it will be mailed to you at your new address so please ensure that information is completed on the form.

Note:  Never turn on your water service after the city has disconnected it.  This is a felony in the State of Texas.

Change Form
All changes to customer accounts must be made in writing to the Utility Department. Please complete the “Change Form” and fax it along with a copy of your driver’s license to 512 259-2665. The “Change Form” can be found under the “Documents” section of the Navigation Menu.
