Anthony “Biff” Johnson has more than 29 years of Municipal experience, including strategic planning, customer service and total quality management.  Biff is known for his strong interpersonal skills and the ability to work with various individuals and groups including employee work groups, elected officials, community leaders and professional colleagues.  He has a Bachelor of Business Administration from the University of North Texas.  Biff has affiliations with TCMA, ICMA, and the International Council of Shopping Centers.

The City Manager's responsibilities include:

• Supervising the City's daily operations
• Hiring department heads
• Supervising City personnel
• Directing and coordinating all municipal programs
• Overseeing enforcement of municipal laws and ordinances
